Just a note of caution from DC Consulting regarding
BOT and JV in Environmental projects:
Although Build-Operate-Transfer (BOT)
is common in other parts of the world, it is still
a relatively new concept in China. BOT methods for
financing environmental projects are being implemented
in order to move projects into the private sector.
Many foreign companies find it
hard to evaluate the profits of the environmental
projects in China due to the typically long investment
and recovery period. Companies are also rightly
cautious about the lack of clear rules stipulating
fee-charging standards. The Chinese government still
needs to promulgate better laws that clearly address
the needs and issues of BOT projects in China to
make this type of financing a more profitable and
thus attractive option.

Water
Pollution Control in the Minjiang River Basin
The Minjiang
River is one of the major and most important tributaries of the Yangtze River
in the Sichuan Province in terms of social and economic development. The major
cities located in the river basin are Chengdu, Leshan, Yaan, Mishan and Yibin.
Due the fast past industrialization associated with economic
development the wastewater and solid wastes discharged, primarily organic, including
BOD, COD, SS, NH3-N, phosphorus, have had a significant impact on the water quality
of the Minjiang River. Urban wastewater and solid waste discharges are responsible
for up to 56% of the total pollution.
The Tenth Five-year Plan
(2001- 2005) of Sichuan Environmental Protection states that domestic wastewater
discharged from urban areas near the Mingjiang River must be limited to 658.76
million t/year and COD discharges must be reduced 67.11 million t/year by the
end of year 2005 by setting up wastewater treatment (USD 112.52 million) and solid
disposal facilities (USD22.68 million) along the Minjiang River.

Wastewater Treatment Project-BOT

Local planners in the Quangang, Fujian a petrochemical
industry area are trying to build a new wastewater treatment plant with deep-sea
discharge. First phase to treat 50,000 tons sewage per day, reaching 150,000 tons
per day when finished. Also included is the construction of a 90.74 km sewage
collecting pipe line, and deep sea discharge project. Local reports claim that
regulations allow for collection of fees ranging from 0.3--.05 yuan per ton and
estimate return on investment in 10 years according to the economic development
in this area. Project proposal, feasibility study reports, initial design are
finished, and approved by the provincial government. Pipeline and deep sea discharge
project are on going.
